Measuring Market Accessibility of Insular Areas based on Network Distance and Shipment Cost

The case of Greek Islands

Abstract

In this paper, we calculate the two-sided (consumer and producer) market accessibility of the Greek islands, based on different measures of transport cost, namely, the actual network distance and the freight shipment cost from/to mainland regions and between them. For this purpose, we employ a unique micro-dataset of 1,026,469 shipments for the year 2021 originated from the platform of Islands’ Transport Equivalent for firms. The shipment cost refers to the receipts of payments made by firms for outsourcing transport services to companies with public-use truck vehicles. The findings show the importance of the population size, geographical proximity to large markets and network connectivity, and underscore the severe imbalances among consumers’ (importers’) and producers’ (exporters’) accessibility to and from the Greek islands. Moreover, the use of shipment cost significantly alters the accessibility hierarchy and trade imbalance inequalities among islands, as it incorporates inherent characteristics of the logistics and product markets. Relevant policy implications are made to support the design of more effective island policies aimed at supporting the competitiveness of local businesses, the living standards of inhabitants and the territorial cohesion of the country.

Theodore Tsekeris, Centre of Planning and Economic Research (KEPE)

Theodore Tsekeris a Research Professor in Transport Economics at the Centre of Planning and Economic Research (KEPE), Head Coordinator of the National Productivity Board of Greece, and Transportation Systems Management module tutor at the Hellenic Open University. He is a widely recognised expert (over 130 publications with more than 2000 citations) in transport planning and economics with extensive (over 20 years) academic research experience in modelling transport systems and their interaction with urban and regional development. He has led several high-impact research projects, emphasising the role of transport in sustainable, resilient and inclusive growth.

Vassilis Lychnaras, Centre of Planning and Economic Research (KEPE)

Vassilis Lychnaras is a Senior Research Fellow at the Centre of Planning and Economic Research (KEPE), since 2009, in the field of Energy Economics specialized in RES. From 1999 to 2010, he worked as an external researcher at the Center for Renewable Energy Sources & Saving, as well as at the Agricultural University of Athens, in the field of Agricultural Economics and Economics of Bioenergy. Additionally, he has also been employed in the private sector as a Scientific Advisor on Bioenergy issues. He holds a PhD in Agricultural Economics, focused on Bioenergy and an MSc in International Economics and Finance. He has published a significant number of research papers and he has participated in a numerous research conferences. Additionally, he has been involved in a number of research projects relevant to his scientific field. His research field focuses on Energy Economics, Energy Policy, Renewable Energy Sources, Bioeconomy, Agricultural Economics & Policy, Planning and Economic Analysis.

Costas Passas, Department of Sociology, Panteion University, Athens

Costas Passas is Assistant Professor at the Department of Sociology at Panteion University. His academic and research interests include Political Economy, Economic History, Applied Macroeconomics and Productivity Analysis. Having a maritime economics background, he has participated in projects related to the islands' transport equivalent policy, and he is currently working on projects related to historical national accounts, and labour productivity and its determinants.

Georgia Skintzi is a Senior Research Fellow at the Centre for Planning and Economic Research since 2009. She is a graduate of the Department of Economic Sciences of the Athens University of Economics and Business (AUEB) and holds a Master's degree in Operations Research from the London School of Economics (LSE). She received the Herakleitos scholarship for her PhD thesis in supply chain analysis and design and the PYTHAGORAS II scholarship for her postdoctoral research on inventory management strategies in the supply chain context (UBA). Her scientific interests include supply chain management, inventory management, decision making, production economics. She has published in several international journals and participated in projects related to logistics and transport policies and regional development.
